Not to mention I doubt any tattoo artist is ever supposed to do that. Piercing a childs ears is a bad idea because they don’t have a say in it, a puppy is even worse. Ugh some people. What’s awful: It’s a puppy. I don’t even know if this is legal. All of this is awful. How it can be fixed: someone please take that poor dog from its idiotic owner and never let him have an animal again. It depends on where he is from for it to be considered animal cruelty, sadly. but yes, this in most places is illegal, and whoever knows him in real life should look into the laws in their area and report him. that is a disgusting thing to do to an animal.
